In 2022, DeKalb County’s Department of Watershed Management engaged the services of CGA Solutions (a Joint Venture of CERM/Gresham-Smith/Atkins) to provide on-call professional construction management services for a wide variety of water and sewer upgrades and replacements throughout DeKalb County.

Project Description
The water and sanitary sewer work is a part of DeKalb County’s $2.45B Capital Improvements Program and involves rehabilitating various sanitary sewer systems that have been identified as deficient throughout the County. In addition, the County’s water distribution system needs ongoing emergency and planned repairs, replacements and upgrades as part of the County’s Annual Water and Sewer Program.
CERM is serving as the Managing Partner for CGA Solutions, which consists of two large business consultants within the joint venture and two additional small businesses as subconsultants. The ongoing staff assigned to the contract has grown to more than twenty employees, which includes construction managers, construction inspectors, project engineers, document control specialists, project schedulers, and project administrators. Our team of professionals assists DeKalb County in managing the workmanship of multiple general contractors who are directly hired by the County to provide the following services: Open-cut point repairs; Cured in place piping (CIPP); and Installation of new water and transmission.
CERM’s scope of work includes the following tasks:
- Pre-Construction (review of design documents for constructability and scheduling issues)
- Contract Administration (track and report quantities of materials installed on a daily basis; verify that redlines are up to date monthly)
- Schedule and Change Management (review of the Contractor’s schedule; review and provide feedback on any changes in schedule or price by the Contractor)
- Quality Control/Quality Assurance (verify that the installation of materials and equipment is being performed in accordance to applicable standards; generate and submit daily inspection reports; monitor third party material testing)
- Environmental Compliance Monitoring
- Substantial Completion to Closeout (assist DeKalb County with verifying that all documents have been submitted per the construction documents; assist with preparing a short project history and lessons learned report)
